Despite a positive mobile phone report for the Ghanaian sector, where
some 400,000 new subscribers signed up during February, the use of
mobile data appears to be on the slight decline.

According to regulator NCA, “the number of mobile data subscription in Ghana reduced by 1,038 in February to 15.8 million.”

The regular listed the statistics for each company in an effort to
bolster transparency for a sector many experts believe is poised to show
massive growth.

It said “MTN Ghana’s subscriptions decreased by 85,642 from January’s
figure of 7.75 million to 7.66 million at the end of February. Tigo
Ghana’s mobile data subscribers rose by 40,534 subscriptions to 2.30
million in February. Vodafone Ghana increased its mobile internet
customers by 1,392 from January to 2.95 million in February.”

There were positives, however, with Airtel Ghana adding 50,753
subscriptions since January, closing February with 2.21 million. But
just subscribers declined overall for Glo, it’s mobile’s data
subscriptions declined by 9,114 from January and it ended February 2015
with 643,557 subscriptions. Expresso added 1,049 data subscriptions to
end February with 36,301 subscriptions, despite seeing a decrease in
mobile subscribers.

The Telecom industry in Ghana has been a driver for economic growth,
representing 7 per cent of investment in Ghana, 10 per cent of
government income and 2 per cent of Gross Domestic Product (GDP) in
2010.

The Chief Executive Officer (CEO) of MTN Ghana, Mr Serame Taukobong,
made this known at a Stakeholders and Media Forum organized by MTN Ghana
in Accra.

The purpose of the forum was to share an overview of MTN’s business
performance in the previous year, its focus for the year 2015 and to
assess the impact of MTN’s operations and the contribution of the
telecoms industry to the Ghanaian economy.

Mr Taukobong disclosed that MTN Ghana’s total payments in tax to
government in 2014 amounted to GH¢ 605 million, while in 7 years, MTN
Ghana Foundation executed over 95 projects at the cost of GH$15.5
million, and impacted over 213,000 people directly and 2.5 million
indirectly.

He said among the projects, which cut across the areas of education,
health and economic empowerment, were investments in Information and
Communication Technology (ICT), the construction of libraries,
dormitories, classrooms and the provision of scholarships from which
over 800 benefitted, with a direct impact for more than 150,000
Ghanaians.

The other projects, he said, were the construction of hospitals,
refurbishment of wards and the provision of surgeries equipment, with a
direct Impact on over 60,000 Ghanaians.

In addition, Mr Taokobong said, MTN Ghana supported micro
enterprises, executed the business incubator project, supported
surgeries for life-threatening ailments and embarked on the Y’ello Care-
employee volunteer programme, and blood donation exercises which had
raised more than 2,000 pints of blood for the some of the major
hospitals in the country.

He said through the ecosystem of partnerships and suppliers, MTN
Ghana had also generated 500,000 jobs while 46 projects at the cost of
GH$ 1,843,250 had been approved for the first quarter of 2015.

Meanwhile, according to Mr Taukobong, GH¢ 460 million had been
earmarked as total Network & IT investments in 2015, with 90 per
cent of IT investment portfolio having already commenced.

He disclosed that from January to December 2014, MTN Ghana had passed
all Quality of Service (QoS) monitoring tests conducted by the National
Communications Authority (NCA) in all ten regions of Ghana, with no QoS
fines from NCA.

On SIMBOX fraud, he said it was not in the interest of the operator
to encourage the practice as both government and the telecom companies
were all negatively impacted.

He identified the main driver for SIMBOX fraud as the arbitrage
between the international termination rates and local call rates.

Mr Taukobong said to contain the practice, the removal of the fixed
price would result in increased international traffic to Ghana, higher
taxes for government or less profit for the SIMBOX, leading to reduction
or elimination of bypass.

He disclosed that MTN Ghana was the first company in Ghana to be
recognized as Investors in People (IPP) — a worldwide accreditation that
recognizes high performance through people.

On challenges, he said the high load shedding environment from August
2014 to December 2014 had increased Generator Runtime, increased
Generator Replacements (more than 350 in 2014) while fuel load more than
doubled to more than 2 million liters per month, comparing 2013 to
2014.

In addition, he said, fiber cuts and battery thefts were affecting
network performance, while it took time to identify and repair the
damages caused, with repair and replacement of materials coming at great
cost to the company.

Surfline Communications, a Ghana-based 4G LTE operator, has revealed
that it will now be offering consumers free data. According to the
company, a fire broke out at one of its data centre’s, which lead to a
black out in network services.
Since the return to service, the company has added 25 percent more
capacity to the crippled data centre. The company said it has fixed the
challenges caused by the recent fire at its Tema-based data
centre. Surfline Communications said the network is already at an
operational standpoint of 90 percent, and will fully resume operations

MTN has over the past 7 years spent and invested GH¢ 950,539.37 on
various education and health projects across the Upper East Region.

Senior Manager in charge of Corporate Communications, Georgina Asare
Fiagbenu, disclosed this at the 2014 MTN Editors’ Forum in
Bolgatanga. Fiagbenu said the projects were executed through the MTN
Ghana Foundation.

Fiagbenu mentioned a GH¢128,000 Information and Communication
Technology (ICT) centre provided for the St. Charles Basic Schools in
Bolgatanga, full renovation of the Zuarungu Health centre and an
incubator provided for the Zebilla District Hospital as a few of the
numerous projects.

Meanwhile, the MTN Ghana Foundation is scheduled to inaugurate a CHPS
compound at Azuribisi and a three-room health facility at the Ayamfooya
Memorial Clinic in Kongo on 26th November, 2015.

Fiagbenu noted that MTN in its 22 operational countries around the
world was often rated either first or second due to its coverage
parameters and service delivery and that in Ghana, the network had more
than 13.5 million subscribers. She revealed that since MTN took over
Scancom in 2006 with only about 900 cell sites, the network now had more
than 2000 2G sites and over 1000 3G cell sites across the country.

According to the Communications officer, while her company invested
244 million US Dollars in 2013 to improve network infrastructure and
service quality, it pumped 311 million US Dollars into the same purpose
in 2014.

According to AllAfrica,
the Technical Head of Northern Ghana Operations of MTN, Charles Osei
Akoto, in his presentation revealed that between 2012 and 2013, 42 cell
sites have been modernized in the Upper East Region while the
transmission capacity backbone had been increased from 256 megabyte per
second to 1.8 gigabyte per second. Also, a 181 kilometre MTN fibre
backbone had since been deployed connecting Bolgatanga to Tamale and to
the national fibre network.

Akoto further revealed that every district capital in the Upper East
Region had been hooked onto to the 3G platform. For instance, there are
over 61 2G and 23 3G cell sites at vantage locations across the region
which afford customers super-fast service on the network.

He however noted that frequent battery thefts at MTN cell sites,
destruction of its fibre cables from construction works and floods
during the rainy season were among major obstacles that often obstructed
calls and other data traffic on the network. He appealed to the public
and the media to be vigilant and help MTN in protecting its cell sites
and fibre backbone from these destructive activities.

A presentation by the commercial unit of MTN indicated that there are
about 185 active MTN mobile money merchants in the region, 30
activation agents, eight main branches and three sub-dealers in the
Upper East region as part of efforts to make the brand the most
accessible to customers and clients.

The elimination of the 20 percent import duty will essentially reduce the cost of handsets in Ghana.

The Alliance for Affordable Internet (A4AI) has welcomed Ghana’s commitment to abolish pricey import duties on smartphones.

The Ghanian government has announced these first steps in a drive to
enable affordable internet access through policy reform. A4AI said the
step, confirmed in the 2015 Budget presented, was a key recommendation
developed by A4AI-Ghana Multi-stakeholder coalition established earlier
this year.

Proposals to remove this duty were recommended by the A4AI Ghana
Coalition Working Group on Taxation, led by Kwaku Saakyi-Addo, CEO of
Telecoms Chamber.

According to Telecompaper, the elimination of the 20 percent import
duty will essentially reduce the cost of handsets in Ghana, where taxes
make up approximately 35 percent of the cost of a smartphone. It is
expected that the increase in smartphone penetration, following the
lower taxes, will increase revenue from Communication Service Tax, VAT
and corporate taxes.

In a statement to media the government revealed that: “Communication
is shifting from voice to data and mobile data is projected to grow 6.3
times between 2013 and 2018. It is being proposed that in order to
increase smartphone penetration, and in line with Government’s policy of
bridging the digital divide within the country, import duties on
smartphones will be essentially removed. It is expected that the
increase in smartphone penetration will increase revenue from
Communication Service Tax, VAT and corporate taxes.”

By removing taxation, according to Sonia Jorge Executive Director of
the Alliance for Affordable Internet, this will be the first step to get
Ghanian citizens online.

Nigerian Communications Commission (NCC) has shut down telecom
provider Owntel Communications. The shutdown is due to the company
allegedly offering telecommunications services to customers, without
obtaining operational licence.

NCC enforcement team, led by Mr. Salisu Abdul, head of Enforcement,
visited the office of Owntel on Isheri Road in Ojodu, Lagos, where it
confiscated some of its equipment as evidence for illegal operation.

According to nigeriacommunicationsweek.com.ng,
Owntel is offering telecommunications services on vehicle tracking, as
well as sales and installation of fixed and mobile telecommunication
terminals, without operational licence, which NCC described as an
offense amounting to defrauding of the Federal Government.

According to media statement made by Abdul, “Owntel is providing
telecommunication services, especially vehicle tracking services, which
involve network and data services that require licence, yet it is
operating without any licence.”

Abdul stated that the company was duly monitored for some months before taking the decision to clamp down on it.

Abdul advised customers to be careful in dealing with telecoms
service providers, and always insist that the registration and licence
number of any telecoms operator be printed on the receipt they issue to
customers, as directed by the NCC.

Telecommunications and media company Millicom has extended its partnership with music streaming service Deezer to five Tigo markets in Africa. With Deezer, Tigo Music will launch in Ghana soon and roll out to Chad, DR Congo, Rwanda and Tanzania in the coming months. In Africa the service will also offer a large list of locally produced content. According to Tigo, it will market and distribute the service to the growing African smartphone population. Music streaming is the fastest growing area for the global music industry and music content is already the second most popular mobile phone feature in sub-Saharan Africa. Smartphone penetration there is forecast by the GSMA to grow 30% annually in the next five years. Last month, Millicom announced a partnership with Africori to fund, acquire and manage music rights through a new venture called “Africa Music Rights”. Millicom’s Executive Vice-President for Africa, Arthur Bastings, stated that: “There is a huge appetite for music in Africa and people increasingly want to choose where, when and to what they listen. Samsung Electronics South Africa has revealed that the company will donate 3000 smartphones, worth about USD 1 million (ZAR10,9 million) to support the ongoing fight against Ebola. The smartphones to be donated through the United Nations Office for the Coordination of Human Affairs (OCHA), will be used in the Humanitarian Connectivity Project, the UN’s IT project that utilises mobile devices to provide humanitarian support in disaster areas. According to Samsung, the donated GALAXY S3 Neo smartphones will be used in 60 Ebola medical clinics in the three worst-hit African countries, Guinea, Liberia and Sierra Leone. By installing the UN’s Smart Health Pro mobile application, medical staff will use the smartphones to treat patients and collect medical data, while quarantined patients can contact their families using the devices. The smartphones will be destroyed once the virus outbreak has subsided. Samsung is also supporting various efforts to defeat Ebola in Africa, including providing financial support for the purchase of hazmat suits in Ghana and distribution of hand sanitisers in the Democratic Republic of Congo, as well as launching an Ebola SMS text service in South Africa.
